Data Trust Company Limited (DTC) is a Jersey-incorporated, JFSC-regulated trust company and the first independently regulated trust company established specifically to act as fiduciary trustee of data-related rights. Its initial activity is acting as trustee of a Jersey Non-Charitable Purpose Trust holding contractual rights in and to digital identity verification attestations.
DTC operates as a “Trust-as-API”, using Jersey trust law to legally separate data custody from data control. The trust holds rights in and to encrypted data outputs, never raw data, with access governed by trustee-signed, time-limited tokens, viewer-by-default architecture, invisible watermarking, and an immutable, hash-chained audit trail. Fiduciary duty is overlaid on digital infrastructure, giving data subjects and counterparties a regulated, independent custodian standing between them and the operational processor.
The initial use case enables regulated entities to reuse KYC attestations securely, reducing duplication and strengthening data protection, AML/CFT compliance, and regulatory oversight.
The model is designed to extend, subject to regulatory engagement, across further applications including AI data governance, cross-border data sharing, franchise data cooperatives, and Sharia-compliant data stewardship.
DTC aims to position Jersey as a leading jurisdiction for trusted, regulated data governance.
