Invitation to Tender: Digitisation of Government Documents

The Government of Jersey (GoJ) will be issuing imminently an invitation to tender for the provision of an Enterprise Content Management (ECM) solution, as well as digitisation services (bureau) to support the digitisation of Government documentation

This is to notify all Digital Jersey members that the Government of Jersey (GoJ) will be issuing imminently an invitation to tender for the provision of an Enterprise Content Management (ECM) solution, as well as digitisation services (bureau) to support the digitisation of Government documentation into this solution formerly known as the GoJ EDMS Procurement.

GoJ thanks all suppliers who expressed an interest in 2022 and their patience whilst the government reviewed, refined and reshaped the procurement to ensure best value for the island.  This involved a detailed audit and analysis of documents in the context of departmental Retention Policies and confirmed the requirement for significant digitisation as well as document destruction and deep storage.

This new procurement will take the form of two lots and bidders are welcome to bid on either or both of these:

  • Lot 1: Enterprise Content Management. The GoJ is seeking to procure an ECM solution that is capable of ingesting images which are sourced from all government departments up to A0 size which shall be compatible with the established government infrastructure and able to be integrated with departmental line of business applications.
  • Lot 2: Scanning Bureau Services. The GoJ shall simultaneously seek to procure services necessary to set up and initially staff a digitisation bureau on-island, which will constitute a pilot to establish the feasibility of completing digitisation wholly by means of on-island GoJ-operated scanning services, prove the technology, establish the operating procedures and be scaled appropriately to provide a sustainable and efficient business operation.  Successful bidders will also be expected to offer similar and compatible services for off-island digitisation should that prove necessary at the conclusion of the Pilot.
